Yes!, That’s what we do, all our garden rooms are hand built and not prefabricated garden rooms larger than 30sqm internal floorspace and higher that 2.5m tall closer than 2m from your boundary will require building regulations/planning permission. We can speak to the local authority planning department as part of our service.
That depends on the size & height of you garden room relative to the position the boundary you shatre with your neighbour.

Although Wi-Fi boosters are available, the best way is to lay a cable to the garden room to it’s own wi-fi router.

That all depends on the specification a build 2.5 m or lower would use a cold roof design and a taller building would have a warm roof design.
Virtually all builds built under permitted development 2.5m roof height would have a cold roof due to height restrictions.

For garden rooms insulated using rigid foam boards (PIR), we recommend your insulation should be a minimum of 50mm although you can specify up to 120mm.
A general rule of thumb is your using mineral wool insulation, the thickness should be double that of PIR.
